So if the best interest is time, than it is time that they are taking and it is time that is being taken from those who have not committed a crime or owe the state. A child is of the most representation and definition of what is innocent in this world, and if you cannot offer this to that in which value has been placed, then the whole system will be deemed corrupted. The statement of seizure, in itself, by giving the weights to the state with best interest calculations, is enslavement of a population and not freedom.
